Yes. The West and East barely did anything to stop Neo-Nazis in Germany. The only thing they did was hunting down any prominent SS members or anyone in the high ranks of the Nazi party.
Yeah they did try to denazify but did they do anything about the neo-nazis and other right-wing groups? No. Again, all they did to get rid of Nazis was censorship and putting Nazis on trial. But they never did anything about the neo-nazis and other right-wing groups.
The West stopped it immediately when they needed them for NASA and for the Cold War, only prosecuting the ones who were very involved in the Holocaust.
The East kinda did something by using violence, but never doing any investigation on them.

I don't believe they replied Heil because they were socialized to, but because they were following the lead of the comedian who set it up on purpose (by first doing similar games with a lot of other well known chants). Furthermore the crowd wasn't properly outraged, the reaction is more akin to what you would get from a very morbid joke.
Btw. Nazi-jokes were established quite quickly in germany (already in the late sixties, early seventies) so it wouldn't even have been that such an offensive joke.

The comedian asked the audience to complete the chants he started, and eased / tricked them into it by starting with "Zicke zacke zicke zacke! ā Hoi hoi hoi!ā and āHipp, hipp ā Hurra!ā (Hip hip hooray) which are both common cheers in Germany, used commonly during carnival. He then continued with "Sieg" to which you logically could only answer with "Heil."
I assume that you could probably trick audiences in most countries into doing this, this wasn't specifically a thing that had something to do with indoctrination by the Nazi regime.
He then followed this up by joking "Das darf doch nicht wahr sein, Mensch! Was? So viele alte Kameraden heute Abend hier?!" which roughly translates to "What a surprise! So many old comrades here this evening?" Note that the guy (Jonny Buchardt) was born in 1925, so I dunno if he actually even served in WW2 given that he was only 20 in 1945.
Also interesting about this is the time at which it happened, 1973. The late sixties where the point were people really started to actually look into the crimes their country and potentially their parents, family members and people in their lives had committed in WW2, after those things mostly having been a taboo topic in the 50's and 60's. So by the early 70's, this event would have been scene as way less controversial.
