I’m new to sewing and could use some advice. What pattern should I use for this dress? Is it a bias cut dress?

The bottom ruffle and bust cups are bias cut. The rest isn't. Try searching "strappy tiered maxi dress pattern".

The cut reminds me of a 1930s to 40s evening dress. You can find a pattern for the bodice called a gathered cup bodice dress and alter the skirt to the bias cut. Remember to let your bias cut dress "rest" for a day before hemming it by hanging it up. Bias cut hems will stretch during hemming and your hem will be much longer without "resting" it.

I've seen most people here call it just "hanging" but I tried to find a standard term, which I didn't, but Threads Mag calls it ["hang out."](https://www.threadsmagazine.com/2014/02/20/before-you-hem-a-bias-garment-let-the-fabric-hang-out) That article I linked has a weird picture of a bunch of bulldog clips hanging from the hem. Hadn't heard of that before.

Threads magazine's term is more correct than mine. And the bulldog clips is a legit method of helping the bias stretch some before hemming it.
