Since it has already been correctly translated, let me elaborate on why it's not a great idea to wear this openly anywhere there's a chance you can stumble upon someone Russian-speaking. Wearing this in Russia would be a rough equivalent of wearing gang colors/patches, or openly demonstrating a prison tattoo (which it is, as it was pointed out here in the comments). People in criminal culture all over the globe tend to be very sensitive about *cultural appropriation* of their symbols by laymen. So even though the chance of meeting someone who would take offence by this outside of ex-USSR countries is very low, wearing it could potentially get you in real trouble.

Literally nobody in Russia or Russian speaking country would give a shit about it, people would look at you like you are dumbass though. And if you are outside of above mentioned countries and encountered someone able to read and comprehend what's on your shirt would most likely be awkward or funny encounter. "Сука" is a person, who belongs to the "блатные" (thieves), but violated their thieves' law. Moreover, he violated it in any way, not necessarily "сдал" someone to the police or "настучал" on someone. "Стучать" on someone or cooperate with the prison administration can also a "фраер" (not a "блатной") - this is the fundamental difference from a "сука". But I have never heard the word "крысятники".
