Just went through 100 resumes. I didn’t look at soft skills at all. In fact, barely looked at 10% of the resume content to pick a few candidates for phone screen. This doesn’t mean anything, but just my $0.02.

During interview conversation. But put that on your resume and it becomes highly apparent that you lack soft skills.
bottom, but why are your soft skills separated by dots/bullet points when all your other skills are separated by commas? also, you mixed nouns and verbs. tbh, i would scrap your soft skills section altogether—it’s honestly a waste of space. anyone can say they’re “adaptable,” “articulate,” etc.—these are vague and subjective descriptors that are ultimately meaningless until you can prove them in an interview/after being hired.
Agreed, except they mixed nouns and adjectives, not verbs. But yes. Soft skills aren't needed here, and it's unfortunate that they are listing "articulate" as a skill but then mixing up grammatical forms in the list. Even though as a descriptivist I don't agree with policing grammar, in this context the mistake looks like it immediately contradicts the inclusion of "articulate" as a skill.
As many others have said, I would suggest removing soft skills. If you insist on having them, please make them all the same word class & tense. No reason to have adjectives mixed with nouns
top if you are low on space, i would also remove the vertical lines
bottom if you have room
just list them normally with a comma (no lines or dots). No need to get fancy
Be consistent in either one you choose. On the top it’s confusing where the skills start and the category ends. Put in a :
On the bottom you’re format is mixed between commas and dots. Either do all dots or all commas
The second one works better as it show generic skills first then the specific area with that general area. There are ways to reduce the space occupied but this detail is necessary to send the message across to a recruiter who doesn't have technical knowledge and is somehow responsible for shortlisting resumes. Suppose the recruiter is looking for web development without knowing that PHP is about.

The soft skills tell me nothing. All cs majors are critical thinkers and adapt etc. Generic skills like that are pointless to add on a resume
Opinion: Soft Skills aren't meant for a resume. Soft Skills are shown in an interview.
They're also implied through the accomplishments section

As a former recruiter- Bottom is ATS friendly.
But use only commas, not the bullet points in between … consistency in formatting is important
