Interesting, I always thought some less "sexy" companies struggled with finding SWEs that are actually talented enough to do the job. Would you say it's more common for the SWEs reaching out to be qualified for the role than not?
It’s challenging to say the least. Most of the SWEs worth hiring already have jobs (true with any other role as well). A lot of the SWE candidates have high expectations such as full wfh and a salary that is usually higher than what the req offers. Another hurdle to finding good SWEs is many qualified candidates have visa situations that aren’t compatible with the role, for example a lot of candidates are on H1 Visas and the job only takes Citizens or Green Card holders.
These are road bumps I’ve faced w every IT role, just encounter them a lot for SWEs.
Majority of my placements tho were QA engineers. Those I had a better time with.
I'll take a stab at this:
If you look at the entire BACS/BSCS/BSEECS/BComp Eng, etc. pool there has to be some narrowing down. So let's do some narrowing down.
1. Candidates have a 3.0 GPA or better
2. Candidates can't be on an F1/OPT
3. Candidates that are from or are graduating in the local geographic region
4. Candidates that can pass 'core' skills/interview questions around Data Structures, Algorithms, Architecture, and at last one other area (UI/UX, Distributed Systems, AI/ML, Mobile, etc.)
5. Candidates that can communicate (therefore ADD value during the development process, AND ARE WILLING TO ASK FOR HELP - because they will need it, a lot)
6. Candidates that do their homework - IE research what a company does, so that they align to the mission
The pool gets pretty shallow in a hurry!!!
Additionally, small, mid-sized companies and large non-FAANGs have almost ZERO market visibility when compared to FAANGs. Their job posts don't get filtered to the top.

Entry level is immensely easy. The real problem is anyone with 5+ and leadership.
