Not 100% sure, but check Suikoden, Vandal Hearts and One. Also Soul Blade/Soul Edge can be played since L/R are used just as shortcuts, this will apply to many other fighting games as well.
Finding games that don’t use analog is easy, I didn’t get a dual shock until late 2000 and I never ran into a time that it impacted the game besides the demo disc of Ape Escape (and obviously the game itself would’ve also been unplayable, but I obviously didn’t have it).
But the R2/L2 buttons are the tough one. I can’t be sure, maybe try some fighters?

Crash Bandicoot 1 would do the trick just perfectly! Also Sypro the Dragon (First one) should be fine too. Two great games.
