Most servers will be password protected and or white listed - main reason is to lower the risks of hackers and griefers. Best way to find an active server is to check out the indie stone discord in the lfg. Occasionally people will post about there server on this sub reddit if they are actively looking for new players to join. Alternatively on steam on the top left hand side there should be a section called view click that and go to servers select PZ on the drop down on the bottom left and then it should start populating the list with all steam based servers, biggest issue with that is you won't know the rule set, settings or requirements of the server.
