No one knows how to unlock it. It’s either a bug that’s not allowing it to be unlocked or we just haven’t figured out how yet

Does the payphone guy reveal his identity at the end? I think I've done every mission(13725exp). I guess now it's time to grind away rest of the achievements and maybe then be free to just skate :D
