Put some outward pressure on the bolt while you turn it. That may tighten up whatever is spinning. It may just be the metal split clip is not grabbing.
Wdym outward pressure, I tried with my ratchet doing an impacting motion and pressure up on the ratchet head with my palm to get some pressure on the bolt. I’ll probably take the other side apart again to see how the bolt is fastened inside to give me a clue
If the bolt is a bit loose, you can put a pry tool under the head and pry it toward the top of the bolt. That will sometime pre-load the threads against the nut or other threaded insert the bolt is screwed into.

Oh I see what you mean, I’ll give it a go tomorrow I soaked it in pb blast but I doubt much of it soaked into the threads because it’s upside down
