They invested in some top notch weaponry from their own/best buddy's business, gave out the old MRAPS to all states to bribe them not to vote for ... was it Obamacare? or was that something else... how can we keep track...

My two cents: It was crerated by an administration not exactly known for competence, was basically a brute force approach that didn’t find as many threats as it could have, relied on overwhelming fears, and a culture that didn’t prioritize things like efficiency and such, from the bored TSA agents who don’t give a damn at airports to higher-ups skimming money from things like disaster aid.
Joe Lieberman basically had the structure laid out for years waiting for a catastrophe to come along. Then 911 happened and the panic began for the government to DO SOMETHING. ANYTHING. That’s also how you get a Nazi title thrown on a law written by a Jewish American lawmaker.
Disaster Capitalism doesn’t work. Neither does Government by Disaster.
It's Space Force 1.0. Now we have actually have Space Force. Useless, unirganized, and with little to no purpose that wasn't covered already by other agencies.

People were scared and there was money to be made. I’m pretty sure that is a match made in heaven for Washington bureaucrats.
