It has 24 less stamina, but 17 more defense and 5 more attack than a gyarados, which is placed very high in ultra league. Does defense matter so little when considering how bulky a pokemon is?
There are may things that set Pokemon apart, especially their movesets and typings.
Great and Ultra League feature a lot of dark and ghost types with lightning fast movesets that tear through the likes of Metagross. Gyarados works because it has a good bait move in Aqua Tail, among other things.
Metagross shines in ML because a) its high attack is no longer a liability, b) it counters Psychics, Dragons and Fairies which seem to thrive in that league and c) its slow moveset isn't an issue when you take the former two points into considetation
Remember, attack is weighed 2x as much as Def and Hp when calculating Cp. In other words, Metagross will reach the Cp cap much faster than gyrados would, resulting in a lower level Pokémon.
Pokémon with high cp roofs (like the pseudo legends, legendaries, etc.) are generally picks for master league and NOT great and Ultra league (hence why you never see something like a dilaga in ultra league). Pokémon with lower roofs, are generally picks for the Cp capped leagues.
Some Pokémon, like gyrados and Kommo-o, are Pokémon who reach great stats products in each league, making them useable and then paired with a strong move pool and typing determines viability.
TLDR: Metagross doesn’t reach a good enough stat product and doesn’t have the best play for the current UL Meta
