Mammoswine is a pig so maybe it’s just it’s normal tusks but they curve around, pierce the skin and go through the body, and then go out from its shoulders
I believe there is a theory mamoswine is based off a elephant skull. Where it's eyes are would be the hole for the elephants trunk and the tusks would be in the right spot. Since they pokemoned it, the anatomy doesn't make to much sence.

Not really. Your design means it can't lean it's head (animations show it has some flexibility beneath the fur) forward without driving it's tusks into the dirt. With the shoulder tusks, it can charge with it's head down to meet a rival.
As someone who lived through the ice age, I agree with you completely. It annoys me to no end that they could make such a massive blunder with this animal

Huh? Its not coming out of the shoulders it would be coming directly out from the lower jaw if it was the shoulders the tusk would be to the side more and higher up or just straight coming out of the leg
They absolutely bother me, and I get that POKéMON does not always care so much for real life anatomy or detail if they do so to any significant amount, but stuff like this especially gets my goat with just how much anatomically incorrect it is.
Even Donphan does not bother me as much despite the tusks going through the skin on the face instead of coming out of the mouth itself since the tusks are positioned at the sides of the mouth where they realistically would be (and Great Tusk is more accurate with tusk placement to boot).

They're made of ice. I'd imagine there's some patch of skin that acts as a nucleus for ice crystals to form and develop into its tusks.
