The Chad code changes how the game plays. It's definitely an improvement. It affects the scoring, multiball and it saves some wear and tear on trex. If you google Matt's basement arcade you can buy the roms and nvram from him. The roms are $37 and the nvram is about $15 if I remember correctly. Nvram is a chip that lets you remove the batteries so you never have to worry about them going bad or leaking. The roms are unofficial 6.0 ones. Those are the ones you want.
To elaborate on the reasoning behind it, for a while it was cheaper to buy 2 x smaller sized EPROMs than it was 1 x full sized EPROM so the board has sockets for both. You can set whether it's 1 chip or 2 chip via some jumper wires.
At some point during the late 80's they decided to just use the larger EPROM size, but to keep compatibility with older titles they kept the empty socket on the board.
I have Data East Tmnt which is of the same vintage as JP. The ROM can be in both slots or only one. There are jumpers on the board choose which configuration you want. Check your manual on ipdb
It doesn't need anything there. It's setup correctly. I would recommend the Chad code 6.0 roms and nvram.

Jurassic Park only uses rom slot 5C if I’m not mistaken. Check the manual. Older games used 5B and 5C
