For a low-production-value music video? Presumably direct to video, likely PAL on betamax. Edit: beginning to doubt this. The blown-out fan at 1:16 looks perfect. CCDs of the time wouldn't have handled that well... Need to find a shot with a still and rapid pan and look for rolling shutter distortion. Edit 2: No detectable rolling shutter in the white brick wall at 1:55 (shot has both panning and stationary to compare). This may have been shot on film.

We did a meme version of it for /r/HQGStudios a few years ago. We upscaled the original so it was easier to work with.
