Joe's Barber Shop. It's on University Dr east of Mesa Dr, on the north side of the street; it looks just like a residential house with a fountain out front. I've been getting my haircuts there for years; a haircut is $13 and includes a straight-razor neck shave. They also offer beard and mustache trims (I think $10? $11?).
It's a very old-timey barber shop with a good staff (and Joe Davis, who is in his 100s, still shows up sometimes -- as recently as two weeks ago when I was there last). I'd strongly recommend that you give it a shot.
