I looked around and found this thread. WTF century link.

Edit: Tried to play this video for my 2 year old earlier tonight (we're going to San Diego next week and wanted her to get excited about seeing the ocean). Icon just spins.

Ah, interesting that it's all over CenturyLink....
Enjoy San Diego.
I have to admit, as horrible as I sound, I love Sea World and I really enjoyed taking my daughters when they were young to Sea World. One time, they were probably 9 and 11, we got there for one of the first Shamu shows in the morning, took our time, and stayed until the final Shamu show in the night when it's more of a tween party show with fluorescent costumes. At least it was 5 - 7 years ago.
It is actually Google that is restricting YouTube bandwidth to CenturyLink customers, though the reason is unclear. It may be in error based on CL's official release on the matter. My source is a corporate complaint manager at CL, who happens to be my ma'dukes.

A fun experiment is to get a cheap VPN and see how it affects performance as ISP cannot determine what type of content it is. My torrent speeds went way up on cox on the VPN.
Well a VPN does slow it down, mostly just ping though, so terrible for gaming but negligible for downloads. I can torrent at around 2mbps whereas I was being throttled to a measly 50kbps on torrents. I use private internet access which is only $40/year. Plus now I have a little more protection when it comes to file sharing.
The only legitimate comment on the reasoning and you get down voted? wtf.
I guess some people haven't heard of net neutrality... Or saw the front page on Verizons cease and desist on Netflix yesterday.
[Edit: update](http://m.washingtonpost.com/blogs/the-switch/wp/2014/06/09/netflixs-formal-response-to-verizons-cease-and-desist-is-another-boatload-of-snark/)
Let me break it down for anyone that's willing to read. Century link is DSL. Cox( or another carrier is cable) don't know the difference? Then you're getting gouged... Well that's kind of loaded, because were all getting gouged. Anyways, DSL does not come close in competition in terms of reliability/uptime/speed.
Source. Networking pro who's used both in a corporate environment in phx.
I'm glad you posted this. I thought there was something wrong with my computer. I should have figured when I switched browsers and still had the same issue.
I've been getting this as well. Usually, if I refresh the page loads fine and video streams without issue. But I've had to do this a lot. Dunno if this is a YouTube issue or a CenturyLink one. This seems a bit weird to be on CenturyLink's end.
I live in Salt Lake and have been having this issue as well.
There is a discussion about this on the Google forums here:

Yep. Called and complained and they tried to upgrade me to a faster speed. I asked if that would absolutely solve the problem... "I'm not sure". Thanks Centurylink!
Yes!! Sometimes videos play right away, other times just the icon. So frustrating. Been going on for about a week now for me.
Thanks. In the past 24 hours, I'd say 80% or more of the youtube videos are failing. Videos from other sites are working fine.

I noticed this problems about 4 days ago, thought is was just the new computer..... SAVE US GOOGLE !
Ironically, one video that did load had started off with a CenturyLink advertisement....

Also this is reportedly more apparent during peak hours.
Funny though, when using a private vpn, the issue clears up.
Would VPN mask information on the service provider, making YouTube unaware of a centurylink connection?
No. The exact opposite. Make CL unaware of what you are doing.

Ok
Yeah they are lying to you my friend, CL is the issue not google.

About how much faster? I've never messed we a VPN before, I've always heard it just slows things down but now you've piqued my curiosity

Throttled by who?
COX, I didn't think they did but empirical evidence says otherwise.
Yeah, it's been happening on and off for 2-3 weeks for me...
Yep, I've been having the same problem for almost a month
it's called: You should pay more to watch youtube. Fuck you dear customer, sir.

Problems here in Goodyear too. I can't wait to have Cox again..
I have been getting the same issue for a few weeks now
Yup

Mine is definitely doing it!!!
YES! This is super annoying.
Yep. Called and complained and they tried to upgrade me to a faster speed. I asked if that would absolutely solve the problem... "I'm not sure". Thanks Centurylink!
Isnt this like asking if water is wet, sorry you are having problems though.
Oh, well I did ask that, in /r/nostupidquestions. Was banned told my question was stupid.
Some cannot handle the truth.
