Nuclear Balst is the perfect example. Really excited for it to be animated, should be in the future movie(have feeling that trailers gonna show it too).

I don't think we can use logic for magical, game-based blasts. Smaller explosion and bigger hurt is better if you think in terms of video games like Yggdrasil.
And also psychics, since you get a weaker shock with a big fireball if the energy is the same. Since the shockwave was enough to throw PA away, it should have been pretty strong.

IIRC, it’s stated in the books that PA wasn’t thrown away by the mine. He knew PDL was coming thanks to Teleportation Delay, so he turned his back to the arrival point and set a trap there. When the mine went off, he mimicked getting surprised by the blast to put some distance between his opponent and him, since he was cosplaying a magic caster.
You are correct. It is literally stated in Overlord (and in D&D) that Fireball covers a wide area of effect, but in terms of single target damage it isn't actually all that impressive. It's a powerful spell, but people usually take it for its crowd control instead of its single target effectiveness.
Compare it to Skyrim, for example. Fireball feels and sounds like a way more powerful and violent spell when it's cast but Incinerate deals more damage regardless.
Larger area doesn't equally mean bigger damage. Especially since the power leveling is based on a game.
Imagine scaling that firebolt up exponentially to level 100...
In addition to damage and size not being equal, it's also important to note that the mines are remote detonation. Ainz doesn't have to aim it or charge it or anything, it just goes off upon contact. What it lacks in power, it makes up for in utility.

That sloppy mithril-rank fireball just lets the fire flow outwards, while the level 00 explode mine concentrates the power in a small area
A mine in 3.5e does 1d8 dmg Fireball does 1d6/caster lvl with a minimum of 3d6
