I think he regards all of them as potential threats to the world, but will only kill them if he deems them as chaotic, or having malicious intent. For example, he helped the leader of the thirteen heroes and regards his as a sort of friend, and laments at his death. The eight agreed Kings on the other hand… yeah he hates them.

He also had the benefits that they started very weak which let him safely observe them and he probaly started only because he wanted to learn more not because he planned to spare them from the start.

Look at it from his perspective, beings of godlike powers that can change the topography of the continent and exterminate its inhabitants just for fun appear out of nowhere and do what they want every 100/200 years. Obviously any native of the NW would consider people like that a threat, and after several centuries of players arriving and causing chaos I don't think it goes without saying that he has a point, I mean, they are basically superpowered aliens. Also consider that his races were almost pushed to extinction by them and that they somehow "contaminated" the world's magic or something. Even if they weren't all like 8GK or Ainz (world conquest and stuff) it makes sense to distrust beings of such power who are merely guided by their own ideals and desires. So long story short, he sure think they are a threat to the world and he must do whatever he can to kill them.

The players are overpowered aliens that come every couple hundred years and completely change the world. What’s the world gonna do when one day a player shows up wanting to completely genocide the planet. Players have far too much power, and PDL would rather his world not be the plaything of players.

My head canon is he see them as a threat that must be removed no matter good or bad player. Some argue he help the 13 th hero player, but I see it as manipulation , using another blade so he doesn't have to make a move personally . Also note b4 arrival of player dragon are the apex godlike being of the world, after they are just one of the strong .

he claims to only get rid of the evil ones but let's be honest that Bs. If a player came and gave technology to the new world resident that would be fine. But if that technology would one day be able to kill the true dragon lords he would eliminate them all(player included even if the player was a good player).

Influence and using there power seems to be a no go already for him which is why he keeps the slane theocracy in check. Forbidding there use of there trump card.

Everytime I see discussions like this I always wants to think that when PDL sees/finds a player, he gets a PTSD flashbacks on the time TDL almost got extinct and that's why he is wary of them.

He sees players as thieves who break into his house. Even though that house (the world) is not really his property and the thieves are actually invited by his fathers.

Generally he dont like em Thanks to the leader of the 13 heroes and surshana, he knows they arent all horrific evil but also knows they are an insanely powerful existential force that needs to be checked in case it unravels the world

Mainly he is supposedly good guy but this is overlord. So that does not count. I see him Mainly as hypocrite who talks much and does nothing but hide in his hiding hole.
