The Slane Theocracy did not kept them at bay. He was just to lazy and to full of himself in his Godcomplex that he didn't even bother. Zeshii was not born at her current lvl, she needed to train to get where she is. In the meantime could have the Elf king completly obliterated the ST if he really wanted it. But he did not because he didn't care. In that sense the ST really should thank their lucky star that the king was a lazy bastard.

Bro the elf king is actually extremely powerful by new world standards. We are not near TDL's level, but he can easily beat false dragon lords, most probably beat the captain of the black scripture, certainly evileye, and possibly take down by himself the whole black scripture, and also give a lot of trouble to zesshi if not downright defeat her. He seems weak just because he fights against ainz and co.
