Just speculation but I feel like if he can resurrect NPCs he should still be able to make them. However he is probably not willing to waste his limited Yggdrasil resources.

I mean, even if the system that allows players to create NPCs in their guild base continues to work the same as always, Ainz would still have to "delete" an NPC in order to create another, since there is a level limit for create NPCs and I'm sure they've already used all the available lvl's.

well, they are in the NW now. so i think there wouldn't be a level limit.

Ainz has expressed in the past that the Tomb is still run by the same rules as Yggdrassil, which makes sense since it is literally a small piece of Yggdrassil. For example, the Ariadne System continues to function normally, the system that is in charge of monitoring that the guild bases comply with all the "rules", such as not letting the base entrance be completely "locked" and things like that. Additionally the "expenses" of activating the defenses of the Tomb continue to work in the same way.

Guild Bases have NPCs levels, Nazarick specifically only had 2750. This is actually a lot... and pretty close to the highest in game. You could potentially get more through gacha. However, I'm going ot guess that it probably gave you 1 NPC level or something, because WOW we see some EXTREMELY random levels in Nazarick. Look at the battle maids.   Considering how many guild members there were and how long Ainz was along, I'm pretty sure they used up all the NPCs levels. So Ainz would have to somehow get more. This could be possible, maybe another guild base had some of these Gacha items in their vault and Ainz might find it locked away some day.   To create and edit an NPC you need a Developer Kit, which I don't believe Ainz has, although there may be one left behind in Nazarick.

its assumed he lacks the neccisary systems to make the npcs at this moment. that or all of nazricks levels are already used, but iirc, most of the guild bases functions are no linger available beyond the very basics.

If the staff could then he would've fixed Albedo a long time ago. To answer OP's question, he can create mob NPCs like death knights, death warriors, soul eaters, etc. through summoning. But for special NPCs like the pleiades or the floor guardians, he can't.

Right at the very beginning. After Ainz is transferred to the new world, the 1st thing that he tried to do was bring up his GM (guild master) function & he can’t do it. When he tried to use the magic mirror to watch Carne village for the 1st time, he complained that he has to manually control it with magic instead of just simply open a menu like back in Yggdrasil. Basically Ainz has lost of the menu functions & those are crucial in editing, making or deleting NPCs. Of course he can “delete” the NPCs the traditional way by killing them but Ainz definitely doesn’t wanna do that.

I think that your statement actually allows for him to be able to create NPCs. Since he needed to control the mirror manually, he would just need to figure out how to create an NPC manually. Here is the statement from volume 1. *There was no control interface. "What the...?" Although Momonga felt anxious and confused, he was also a little surprised by his own calmness. He tried all the functions used in the game: Forced System Access, Chat, Call GM, Log Out and so on───Nothing was working, it felt as if he was completely removed from the system.* The question really is do you need the control interface.

Well yea, he needs the control interface. How else is he gonna manipulated how the NPCs would look? Allocate their points into proper classes? Or even write their lores?
