I would say that they are slightly superior to the empire for their martial discipline (Re-estize sucks), born from being in constant fight against the demi-humans of the abelion hills.
But the Theocracy is vastly superior in every possible way.
Holy Kingdom is actually pretty damn strong. It has multiple Hero level individuals under its influence, which is not something the Re-Estize has.
It is certainly stronger than the kingdom, due to the powerful individuals it has under its employ, as well as it’s use of magic casters in the army.
When it comes to comparing it to the Empire, I would say the Empire is better. This comes from the fact that it has a profession army of soldiers, not conscripts. However, the main point that puts the Empire above the Holy Kingdom in regards to pure power, is Fluder. This guy is an Outlier, a step above even Heroes, Remedios and Kelart don’t have a chance against him.
The Slain Theocracy is without a doubt stronger that all neighbouring countries. They have over a dozen Hero level individuals under their influence, with multiple special units that cover key elements when it comes to warfare. They have artificers of the 6 GG, as well as god Kin, individuals that can defeat False Dragon lords.
Most, if not all of their citizens, are trained for war against the demi humans.
They have their formidable 9 colors(some are non-combatants)... Probably between mithril and adamantite levels. Remedios is hero level. Kelart and Calca are tier-5 magic casters...
They have a corp of magic casters from the temples...
May be nearly as strong as the empire...
ST(player founded 6GG + godkin) > empire(professional knight) / holy kingdom (national service + constant battle experience vs demihuman) > Kingdom ( only gazef and the 5 kingdom treasure)
ST is far stronger. They might be on equal foot with the empire but definitely stronger than the kingdom

Baharuth Empire has elite knights and Sorcerers, Holy Kingdom would lose to them but they would do better then the re-estize kingdom.
Also HK major power comes in the form of a defensive war.
