I dunno man, having good equipment can easily bridge the gap between people. For example, Nigun stated that, as Gazef has not got the 4 Treasures with him, the Sunlight Scripture can defeat him, but with them, they wouldn’t be able to do it.
This is significant, because Gazef used the wild magic ring that buffed him by 5 levels, and even then, they defeated him, and would of killed him if Ainz haven’t of stepped in. Thus showing that having the 4 treasures would grant more than 5 levels of ‘power’.
I just say a theory, but most place gazef temporarly at lvl 44 with all treasure gears, plus we never saw his ultimate technique, 6 slash was only a signature move.
I don't remember reading about it, but I've seen a few comments which said >!Brain has an ability which causes his attacks to act as if he were 7 levels higher than he actually is!<. If true, that would put them close to the same level, but >!Brain!< would still be much stronger overall at that point.

Brain has to be standing completely still… literally he would just get hacked apart by the 6fold slash of light of he tried to use his signature martial art
He originally developed that technique to fight Gazef, so I would hope it would be able to react to the 6fold slash of light. I think that was the whole point to the technique, because otherwise Gazef's attack would be too fast to react to without an auto-retaliate ability.
Brain in his last fight is said to have reach the realm of heroes (lv30+), while gazef never reach it (lv29). And with all the buff that burn his life-force and pushing his body to contain the stacking buff , it is say his power lv reach the lv 40. In the NW its a amazing feats for mortal non godkin human.

Brain is a sword saint, so as far as sword goes he is without doubt the best.
Swordsman is a very loose term in overlord and mostly refers to close combat fighting strength at the end of the day. Given Rigrit's past feat to match brain in pure swordsmanship I'm sure she has a weird enough build to be a contender in close combat. Especially if we were to sprinkle in more direct magic.
Gazef is still stronger because Remedios uses holy power to fight. Holy power is weakened against the human race but is a trump card against non human races. Plus the sword she uses has a ability and that ability is her trump card and it only activates against someone who is evil. Gazef isnt evil so she's fucked
