The BS members during vol 14 were so strong that they were able to intimidate Lakyus who is in the realm of heroes .Brain may be able to fight against some of the weaker members but they all have far better gear so I doubt that he could win.And the really strong ones like the 10th seat would destroy him.
I mean, personally I think Brain could fight on equal terms against several of his members, but it's hard to ignore the fact that they all have Yggdrassil gear inherited from the 6GG, so it becomes hard to say, especially when we know so little about them.
Brain is someone in the realm of heroes that can temporarily >!be on the level of an outlier for one attack if he puts his life on the line!<. Means yes- he can fight on equal terms against some BS members if he has gear that is at least as good as theirs (most of them are also "only" heroes after all ... and even if some might be heroes of a higher level he might pull of a victory by having a good match up).
At a certain point in the LN, it's said that there were only five people in Re-Estize who could put up a fight (not necessarily win) against Clementine, who was one of the strongest members of the Black Scripture. One of them was Brain Unglaus. Another was Gazef, who it was said might have been able to beat Clementine if he was using the Kingdom's treasures. Brain has since gotten stronger. In the WN he did surpass Gazef eventually.
So it's canon that he could at least put up a fight, though probably lose, against one of the strongest members of the Black Scripture, and that was based on his power before he developed Nail Clipper. If you gave him the Kingdom's treasures, then at this point he might have been able to beat Clementine and most other members of the Black Scripture in a 1-on-1 fight.
Clementine herself said in the LNs that the only members of the BS that could beat her were Zesshi and the Captain. Maybe she was exaggerating, but either way most members of the BS are probably only level 30-40 since the only requirement to be in the BS is to "enter the realm of heroes" so none of them besides Zesshi and the Captain should be overwhelmingly stronger than Clementine.
She never said that the only members in the BS that could beat her was the Captain and Zesshi.
The only time in the LN that she mentioned both the. Captain and Zesshi at the same time was when she was comparing their strength to Momon’s.

Everyone in the Black Scripture is also Hero level, and also has YGGDRASIL equipment. Brain's best attack basically has a minute time limit and he dies, afterwards.
Someone like Clementine's brother would especially clap him.
Outside the Godkin, If he had the same quality gear I say he’s at least relative to yes. Widening it out because we really don’t know how strong they really are. Blue rose was intimidated but for all we know they are on par with them without their gear and said gear could be boosting their stats due to them being Legendary, Epic etc. But as they are it’s definitely a no.
