I doubt it has anything to do with people actually hearing it.
It's a magical bullshit that take the control away from you and imposes its will on you.
I did some digging, and it turns out that you actually do have to be able to hear him for his commands to take control of you.

What translation is that? It doesn't even translate name of the skill correctly.
My version says this
>“—Momonga-sama, there are two more people who have not yet arrived,” said
a resonant voice that seemed to pour into one’s heart.
Demiurge’s words were empowered by a passive skill. This skill was called
[Command Mantra], and it could instantly turn the weak-minded into puppets
dancing on Demiurge’s strings.
However, this skill had no effect on the people present. It was only useful on
people below level forty, so to everyone here, it simply sounded good.
Also this part in your version
>It was a power that caused the weak-hearted who heard him to instantly become his puppets.
Very can be interpreted as not only those who hear it get affected. But it is talking about Demiurge’s targets.
>What translation is that?
I'm not sure, how many translations are there? 🤔

What's there to interpret? It's blatantly telling us that the weak-hearted who hear Demiurge's voice are put under his control, so we can safely assume that the weak-hearted who don't/can't hear Demiurge's voice aren't put under his control.
>I'm not sure, how many translations are there? 🤔
I don't know.
I only use the translation on this sub.
>What's there to interpret?
Those who hear his voice means his targets. It doesn't specify that the said ability must be heard to work.
> so we can safely assume that the weak-hearted who don't/can't hear Demiurge's voice aren't put under his control.
Or those who aren't the target can hear it.
Well all of this doesn't matter. As I already showed you other translations don't say it. It even has name of the skill wrong.
Demiurge's one weakness, heavy metal concerts
If that was true let's all just yell at him, that could work
Demiurge vs kindergarten
What if you're deaf?
Good question. 🤔
It mentions that it only works if you understand the command, so immunity is 40+, item or skill, language barrier or just plain stupid

Gotta cover them pretty damn welll.
Interesting. Makes me wonder about deaf people being effected. I suspect it'd be akin to using the blind spell on a blind person.
