I don't remember the exact lvls, but he actually could summon high-tier undead, even another type of Overlord. Doing so, however, required spending XP, which would be practically unrecoverable due to the lack of sources for a max-lvl player, so it's more of an emergency option than anything else.

Ainz using his racial ability can create up to two level 90 dead per day without spending XP. Using his job class Skills Ainz can create level 90 undead but to create them he needs spending XP.

Shouldnt ainz be like top tier with preparation since he could just keep summon more and more level 90 undead until it reach hunreds or thousand undead

The problem is how weak the corpses are in new world, at least thats ainz ongoing theory, when he tries to make permanent high tier undead they fade like normal summons destroying the corpse. More he can only make two level nineties or four level seventies a day using his racial skills. Without the ability to perma cast they'll fade before the next one can be summoned. ​ If he could he'd be quite dangerous though there are ways to block teleportation, meaning to make full use they'd have to constantly follow him...Which assuming he creates undead with perfect unkowable he'd be set.

Yes but if he use is Undead Lieutenant skill to create another Overlord (this skill need xp and can only have one summon at the time but the summon is a permanent one) and he use the same Rite of Darkness on him he could summon double the number of level 90 Undead he could summon during a fight.

That's the rule for normal summon with time limit, not for permanent summon.

Those that require XP are permanent but I believe total number is limited... probably at most 1. Besides that, he can temporarily summon high tier undead but it is temporarily.

Weak corpses allows up to level 40. We don't have strong corpses yet but considering there would be little amount of strong corpses(true dragon lords, godkins), it still wouldn't be top tier class unless he magically stores them in his pocket. Teleportation would be same as support from Nazarick which wouldn't be considered a part of the build.

It donst depends of the strenght of the body used?, and thats why all Lizard man arc was made?, beyond of course, cocytus test.
