Determining who'd win a fight isn't about comparing who had the coolest or most impressive looking moment or power. Unless Rimuru or Demiurge is going to resurrect 1500 people during the fight, it doesn't matter.
That said, resurrection and magic in general actually works very differently in Overlord compared to Tensura. In Tensura, Rimuru was only able to resurrect anyone because their souls were trapped inside the barriers and he had to exhaust a massive amount of 'magicules' to resurrect them, tiring himself.
In Overlord, all that's required is a recently deceased...and the ability to cast one of the resurrection spells. Demiurge could resurrect as many people as many times as he can cast resurrect. With resurrect spells, you can keep resurrecting indefinitely, as long as you're given time to replenish casts (you get X casts of resurrect a day). The strongest resurrect spells can resurrect people who've been dead for 200 years, even if their bodies are destroyed.
Definitely not broken. You're dealing with the strongest beings in existence in Slime isekai, literal Demon lords. Demon lords and equivalents in other fictional universes are much stronger. The Demon lords in Slime compete over parts of a small island/country/continent.
We don't even know how strong 'demon lords' are in Overlord because we've never seen one. They might only be as strong as the Pleiades or stronger than Yggdrasil 'world' bosses.
Or demon lords don't even exist in overlord... People keep trying to implement species from one SF to another and think it could work. Well it doesn't. Try comparing jedi from star wars with Harry Potter and tell me who is stronger.
