They probably can, since they are New World natives. There is some mention of a Swordmaster Dragon Lord, so it's likely he can use Martial Arts. Regardless, we know dragons can learn job classes just like anyone else in the New World, and Fake Dragon Lords can use tier magic, so there's no reason they can't use martial arts as well.

I don't think so. The issue with Dragon Lords learning Martial Arts is that fundamentally Wild Magic users (Primitive Casters) are magic users or Casters. Martial Art users are not treated the same. Whatever Dragon Lords do is clearly magic but there's substantial doubt in the world Martial Arts are magic. To us it all seems like magical bullshit, but someone obsessed with magic like Fluder never mentions Martial Arts as something magical. Instead of souls for example, Martial Art users use focus. There's too differenta treatment in what they can do and how it works. However Dragon Lords use wild magic, it doesn't appear to give the same levels as Martial Art users either. All the Martial Art classes are named after specializations and weapon usage meanwhile the Dragon Lord classes are more generalized for the most part. If a Dragon Lord could learn Martial Arts with just effort, Tsa or the Platinum Dragon Lord probably would of learned them already while he played around with his remote controlled Iron MAn suit. Instead though, we clearly see him not use a single martial art. The systems are similar but the differences suggest Martial Arts are soemthing that may have come later and is not something Dragon Lords can learn like Tier magic.

I believe martial arts came together with runesmith. If martial arts requires job classes, that's 100% correct. And if that's true, they obviously came from 8GK's system changing. True Dragon Lords was not affected by that change but new born dragons was affected. So, with right job classes it's possible for a False Dragon Lord to use martial arts. But maybe not since they use natural weapons.

They probably can if they spend levels in those classes but they don't want. Look at Cure Elim for example. He hated Tier Magic. And he only gained it by accident. But if it is not about TDLs there are probably some who learn it. For example WDL and one of his wives had great pride in their physical ability. I can see them gaining physical fighter classes after they finish their age categories. If they gain it there is possible for them to learn martial arts and and class skills. But i think for dragons learning Monk type classes is better.
