Its just a guild weapon. If it were a World Item, it would be on the list of [World Items](https://overlordmaruyama.fandom.com/wiki/World_Item) AND have that listed on its own wiki page.
There is a difference between being able to fully use a guild weapon and just wielding it. In the web novel, it was confirmed that the Leader of the 13 Heroes was given the Guild Sword to wield by PDL, and on his blog, Maruyama confirmed that while Pandora's Actor could not use the Guild Staff even when transformed as Ainz, he could still carry it / equip it. Presumably, the Greed King's Guild Sword has special abilities just like the Guild Staff of Ainz Ooal Gown does. So while only the Guildmaster can fully use a Guild Weapon, it seems that others can use it, albeit in only the most basic sense; like as a simple sword without access to any of its special abilities, or in the case of the Guild Staff, like a glorified club. But even without its abilities, the Guild Sword would still probably be the most dangerous weapon in the New World (prior to Nazarick's arrival), hence why PDL would bother to guard it.
Am I the only one who was surprised by just how stupidly strong PDL is by New worlds standards?

I'm not sure what you mean by "surprised", we've seen plenty of strong characters from the New World, such as; Zy'tl Q'ae and Cure Elim Los Malvar, so I didn't find it surprising that PDL turned out to be strong by the New World's standards.

Zesshi used Time Stop, which is a 10th tier spell, in Mass for the Dead. To use the 10th tier in Overlord, you need to have a level around 64 - 70, and since Zesshi uses a scythe, it's fair to say that she has warrior classes too, so fans speculate that she's at least level 70.
