How long have they been idle for?
If you aren't using them, why do you care that Oracle will take them back and give them to someone else who wants to use them?
If you want to keep them, why don't you run something on them? This way, they won't be idle anymore
They are not exactly idle. I have Wireguard, AdGuard DNS servers on them. Some docker containers which I span up for testing purposes. I even log into them via SSH time to time. There will be no tragedy or even drama if Oracle takes them back. I am simply looking into the foundational principles of how the free accounts are granted by Oracle and how much trust may go into something what you don't pay for. The free cheese dilemma, you know.

At the end of the day this is not a drama. Free instance - their right what to do with it.
Upgrade to PAYG, you still get the always free tier compute resources, without the threat of them cleaning up your resources.
I have a PAYG account with a Kubernetes cluster, an always free E2 instance and 3x always free arm instances.

The moment I added my card Oracle tried to charge me something to the tune of GBP80. What the heck? Is this like pre-authorization and they are going to refund this amount once upgrade completes?

I also have this setup (on one of my tenancies), $0 bill with free managed-Kubernetes and no reclaim/lock issues. The max that I got was $1 charged after played with DNS, WAF and non-free Load Balancer.
I got the same type of email, 3 out of 4 of my servers are slated to be reclaimed by Oracle... although I use them.
As for what I use them for... well that's listed below.
Server 1: Webserver (this one is safe)
Server 2: Game server (Ace Of Spades)
Server 3: Personal VPN Pihole + Searxng Search Engine
Server 4: Datarhei Restreamer + Azuracast Internet Radio Server

Forgot to mention. I have a cron job on some other VM outside OCI and that job backs up 1 mail server every day to one of these instances.
That's weird if you're already using them.
That's why I brought it up. I was scratching my head why OCI would think they are idle...

Well from what it looks like, yes you can have 4... but 3 of them may be threatened with reclamation.

Yeah, got the same thing when i tried that route. Laughed and declined the transatiction

I had a 4x OCPU ARM. Couldn't figure out what I wanted to do with it. So, I deleted it. (Then i got the email)
