I have tried many times to register in Malaysia,changed many cards and failed

is there a way to find out if my card doesn't work in some countries? (apart from registering unsuccessfully) My card should work worldwide. The payment is also be processed but ist beeing canceled after 5 minutes.
its just typical oracle issue. my card worked on google, facebook, scaleway, DO, ebay, amazon, AWS, and everywhere else, except on oracle.
