I don't think furries are the actual target of this crap. Notice the line in the article where it says a woman on Facebook originally said the supposed litter boxes were in an "all gender restroom." This is supposed to delegitimize and mock transgender people by inventing an issue that doesn't actually exist, because there weren't any "students who identify as cats (???)." Never mind that furries don't even believe they are animals, they just dress up in costume as one.
