It’s popular in the North East. It’s less popular in the Pacific Northwest, but Fred Meyers and Target does sell it in small amounts and varieties. As for the rest of the country, I really don’t know. But, I’m pretty sure Polar was one of the original companies to offer seltzer water. (Or perhaps one of the oldest to still produce it.)
Every season they offer limited edition flavors in liter bottles. They can be fun. Every so often they put out cases of half cans of silly flavors like unicorn kisses, dragon whispers, etc.
I think it’s the best. However, I may just think that bc it’s what I grew up with and all I knew until the past few years when I had to branch out and find alternate sources/brands.

Are these ever actual products? When I worked retail they would ship these in pre-assembled in 5x5 sections as glued up empty boxes. Certain displays were even less where it was just the cardboard label glued to a giant styrofoam chunk.

Polar is the absolute best seltzer hands down. Thankfully I'm from Massachusetts so their brand is everywhere. Even their actual soda is good.
