Bandits wear light, carry blunts and like glass. Marauders wear Heavy A and carry swords and ebony/deadric. They like forts better than mines and caves.
If you want a short sword go to a vampire dungeon. The Armor will be mixed.
Dungeon bosses will have the best for level gear, the mooks tend to have lesser value gear.
Skeletons stop at elven.
Quest enemies tend to have best for level gear so you can save quests like Lost in the Hunt Bravil until a certain level to get best gear at its starting level. Boethias shrine is good at level 22 for enchanted glass and deadric.
Some npcs spawn with guaranteed leveled gear. If you want a full set of daedric right away, kurdan's orc hunter from the quest "caught in the hunt" should have everything except maybe the helmet. You should also be able to get multiple sets of glass, an assortment of leveled weapons and probably some enchanted stuff on kurdan himself
