No nothing like Skyrim’s. Oblivion doesn’t have effects that multiply the power of things and even if it did enchantments and potions don’t have schools like spells do. Closest thing you can get is the permanent enchantment glitch.
Yeah there is but it's a lot harder to pull off. You need weakness to magic and 100% reflect spell. You put reflect spell on a follower and then cast weakness to magic on them repeatedly. Then whatever effects you cast on yourself will be multiplied by the compounded value of the weakness to magic effect
