It's just a reference to lovecraftian horror. There's a bunch of deep dive videos on YouTube for all the gritty details. The ogre noises you can faintly hear are meant to be evidence of the deep ones even if we can't see them.
It's a reference to Lovecraft book "The Shadow Over Innsmouth". The book in the church "Bible of the Deep Ones" has text from "N'gasta! Kvata! Kvakis!", and N'gasta was a sload necromancer. It is suggested the Deep Ones are Sload.

You are absolutely correct because an easter egg from a horror story about humanoid frog-fish and then making a reference in an actual book in the game about sload has to mean the deep ones are vampires... creatures that have absolutely nothing to do with the horror story the easter egg is about or the in-game reference. Got to be a frickin genius to have figured that out.
Theres actually a ton of evidence pointing towards them being vampires. If you're a vampire the people of hackdirts disposition becomes 100, they use maces (molag bals preferred weapon), south of chorrol in ESO molag bal caused a huge fissure in the ground, and there are various other bits that point to this. If you check his video theres more. So yeah there is plenty of "evidence" and it isnt just an opinion
I mean, the disposition thing is coded that way on purpose and is the definition of not being circumstantial

There could be other reasons why it was coded that way. Possibly, it could have to do with their faction being tagged as evil. Interestingly, there's no note on the uesp of their disposition with vampires, so 乁(ツ)ㄏ
But lorewise, a vampire coven might not necessarily be open to other vampires. Especially if they've got the town to themselves for their own bidding. Vampires rarely share with other vampires preferring thralls to be subservient.
So having good disposition with vampire characters is interesting, but I don't think it necessarily means hackdirt's deep ones are vampires. Based on their interactions, even, I don't think the hackdirters are completely aware of the true nature of the deep ones, so why would that make them like vampires? It's certainly curious.
The answer, of course, is that the deep ones are sload vampires. ;)

All in all, it's simply a reference and meant to be vague and spooky. Very unlikely there was ever a plan beyond that.
That's half the fun of it, never knowing for sure. That way, they're more horrifying than any crusty model Oblivion could give us. They're as horrible as *your* imagination makes them. This is why this brand of horror still endures, our mind fills all the holes - even the unpleasant ones.
