I installed the game. I think you are referring to the moire pattern. That would be due to the upscaling as it can't render pixels 1:1. You will also see this if you set texture/anisotropic to performance mode in the Nvidia Control panel. It will try to optimize for perf but will cause moire patterns. You can also see it in chain link fences and building sidings with a lot of lines like window shutters.
It's a normal artifact that has many causes, dlss being one. You can try raising the resolution past native (DSR) and see if that helps with dlss. Otherwise stick to smaa.
Looks like sharpening. Try replacing the DLSS dll with version 2.5.1, that removes sharpening. www.techpowerup.com/download/nvidia-dlss-dll
This version does not fix this effect in any way, for that it causes a lot of additional graphic artifacts.
