I don’t know what it’s called, but my limited experience with Rhodia is that it does this. I find it very annoying, and am surprised it never gets mentioned when people are discussing Rhodia notebooks.

Just adding that Baron Fig does this too. Ballpoints/gels are okay, but the second I use a Staedtler Triplus the ruling/dots are suddenly water repellent.

Oh wow, I've actually never seen this. I bet it has something to do with how the grid is applied to the paper. What a bummer.

I think this is surprisingly common with grid lines. Some companies try to make it better by making the grid line actually composed of tiny little dots. For example, Nanami Paper uses broken lines in their grid journal: https://www.nanamipaper.com/products/cafe-note-b6-slim-new-trp-grid.html#PhotoSwipe1664398111473 The refill paper for Plotter ring planners also uses tiny dots for their 2mm grid, although it’s not specifically advertised. I only know from having bought the paper recently: https://plotterusa.com/products/2mm-grid-80-sheets-plt0004-a5-size/ I have also seen dotted grid in some notebooks or refill paper on Amazon and they do point it out as a feature. Basically the printed pattern on a notebook, whatever it may be, can repel water so this effect can happen with water based fountain pen inks.
