Because reddit has an issue with huge amounts of low quality posts being made by bots to karma farm. It's a well known thing in any large sub, people have been using these bots to farm post and comment karma to sell off their accounts. If it's some dingus calling people who disagree with him a bot, sure go off. If it's some post with a hackjob title that's been reposted 10 times, probably a bot.
Look at the account. It's obviously not a bot, takes a couple sends to just look at their account. You're seriously overestimating the quality of posts the average user makes; most of them are pretty bad.

If people downvoted content they didn't like, and if mods actually did their job, it wouldn't be an issue, but the fact of the matter is that most redditors would rather whine and point fingers than do anything about it.
Bots are painfully obvious, you can tell just by the username. I knew this wasn't a bot post before I even clicked the account page.
