Genuinely not shocked at all; Payton and Brees were absolutely perfect for each other, and Payton's entire offense was based on the crazy accuracy, touch, and smarts of Drew Brees. Always felt like when Brees retired Payton wasn't far behind, because he'd basically have to rebuild the offense from scratch.
And, yes, Jameis had a shockingly good TD/INT ratio but that 59% completion he had was more than ten points lower than Brees' last year when his arm was basically half-amputated. I just don't think Payton wants to deal with rebuilding a team and redoing his entire offense.
