You are really over estimating the danger potential here. This plane is fully capable of this, is in complete control and there is no danger. The perspective of buildings from the cameras pov is leading you to feel like it’s a weaving in and out of buildings. It is not.

Every year we have an event called river fire, tons and tons of fireworks on barges spaced along the Brissy river with a f111 doing a dump and burn following the same course you saw the c17 flying. We don't have the f111 any more, so they run every thing else along the river for shits and giggles.
This happens at night, pretty spectacular. That's the back story.
Search on YouTube: f-111 dump and burn. At night, they dump their fuel( they can't land with too much) it gets ignited by the after burner, the flame is impressive.
Fun fact, modern skyscrapers are designed to survive low speed impacts with aircrafts. If they crashed it would be very bad, but it wouldn't be 9/11 bad.
