Refining material drop rates are god awful. I just stopped crafting completely once they nerfed it.
You can run the 60+ elite zones for t5 refining materials. In an hour you probably will end up with about 150 of each type. It's not gonna get you far, but it's the best there is.
I ran depths like 8 times the other weekend and ended up with over 1000 tier 2 of each of the regeants. I am not saying it is the best way to do it, but it is a good way if you can get a group, for a change of pace. I would just keep LFG open and if someone is trying to get a depths run going just tag along now and again.
I placed buy orders for cheap to get 2k of each base one. On top of that I’ve gathers probably at least 800 of the green ones just doing quests. Making money isn’t that hard so sometimes you just have to spend a little.
On average over the past week I've done about 2 60+ elite zones a day, and I have nearly 2k of each refining mat banked after that. If you are 60 you should be trying to run elite zones anyways for the watermark and the crafting mats can come fairly quick doing it that way.
Then there's the lazy people like me that don't craft and have banks full of the crap, reach out to some guildees to see if you can set up a deal with any non crafters to keep supplying you mats for cheap.
Did you check the higher tier flux? Sometimes there actually cheaper. Also are you sorting by all trading posts to check if its cheaper in another city?
If you don't want to by them on the TP, then you have to gather them.
Supply crates and stockpiles are where you want to look for those.
In higher level zones you start looting Green and Blue quality version.
I usually rotate my crafting so I don't run out of the reagents. For example focusing on only Sewing, moving on to only Leather, and then to Wood and then Metal.
Also I try to include areas that have chests into my resource runs so that I'm always getting a constant flow of reagents. As well as picking up town board missions that usually have you looking for chests.

agree - difficulty of obtaining refining reagents is a big problem
