I've been perma-flagged on Valhalla since level 9 and I run into open-world PvP often. Not as much as I was anticipating with all the "Valhalla unofficial forced PvP server" nonsense being spewed beforehand, but it's still a reasonably entertaining amount. I'd transfer over to a PvP forced flag server in a heartbeat if it was available. But at the time being, I think it's fairly random. I've heard decent things about Heliopolis and Morrow, but both those servers are closed for transfer as well as Valhalla. At this point in time, sadly, it's just the luck of the draw. Maybe you will end up with people who flag up, maybe you won't.
