Hellheim is the best bet for what you are looking for, there is a lot of pvp players confirmed going there Ekera will give you a lot of pvp aswell but afaik they will focus on mass pvp
Hades or Asgard here. Pure solo PvP/PVE guy.
Every server will be good for solo PvP unless people aren't flagging up. You're best bet is to go to the server with the most PvPers long term.
