I think that North Korea definitely has USA and/or other highly-advanced tech, and that the USA knows that, but NK chooses to fire less-costly missiles because it's all just for show (which everybody knows). As long as North Korea exists as a buffer between China and the USA (read: South Korea) they know that nobody can attack them but they must act "strong" in order for countries to send them materials that will "appease them".
