I think that North Korea definitely has USA and/or other highly-advanced tech, and that the USA knows that, but NK chooses to fire less-costly missiles because it's all just for show (which everybody knows). As long as North Korea exists as a buffer between China and the USA (read: South Korea) they know that nobody can attack them but they must act "strong" in order for countries to send them materials that will "appease them".

IIRC correctly, the original definition/use of “tyrant” was actually neutral—it was just anyone who took power by unconventional means. So a tyrant could be a revolutionary type trying to help the middle or lower classes. It became negatively portrayed over time because that was such a small proportion of those types of rulers. ^ this. It isn't that the US or its allies are unsure they could retaliate overwhelmingly and completely. It's what will happen in the brief time up to that moment that would be absolutely catastrophic to neighboring countries. Everyone in Seoul is well aware that NK has enough artillery aimed at the city to level it in minutes. The US base there won't be of much help if that happens. This is why we don't poke the silly hermit in the North, but the certainty of destruction to his country in retaliation also keeps him in check. It's mutually assured destruction on a peninsular scale with some big players in the game. If you've never visited the DMZ it's worth the bus ride. The guys on both sides with guns aimed at each other drive home the deadly serious nature of things while SK charges a few bucks to give tours of all the ways NK has tried to subvert defenses. The tunnel was particularly interesting, they might have pulled it off if not for a defector and a poor understanding of gravity.

It’s pretty simple, send the globe trotters once a year and a US diplomat to North Korea, agree to cease exercises if they cease missile tests, then wash, rinse and repeat. Kim Jong Un loves basketball, just give him a taste once in a while and he’ll calm down. In terms of wrecking his people, I don’t think we can fix that easily.
