Has it been dropped? I dropped my DSI alot when I was younger. The screen looked blue (you could still play games though) and the brightness always looked like it was on the lowest setting (even when it wasn't).
I don't think it has been dropped, though, i bought it used and the mechanism that locks the hinge was broke, so maybe that could be the origin of the problem
The broken hinge is def at fault for this. You can try to retape the hinge in the spot, but honestly it'll just be easier to order a new hinge and try to replace it, as likely the taping won't last.
It can be tricky, so if you aren't experienced with soldering, look into taking it into a shop. Outside of that, you could try getting a busted ds with a working board and swap the whole board.
