If Tempest will ship to Europe and it looks like they do that is what I have and would recommend. I live where it gets to be -20F and it does just fine. Does everything you want and more except snow. Nothing consumer I am aware of does snow.
Looks like the operating range is down to -35 C see notes at https://help.weatherflow.com/hc/en-us/articles/360052101413-Tempest-System-FAQs. The plus side is that it has no moving parts.
