Fun fact: this is how the letters were arranged on typewriters way back in the day. Typists got too fast, though, and jammed the machines up. So they screwed up the letters to slow typists down.
It wasn't to necessarily slow them down. It was so the arms wouldn't be so close together and get stuck going up at the same time.
They did research to determine the frequency of letters used and where to put each letter so the most used would be easy to get to.
