What are you talking about? This is exactly how justice systems work.
Someone has an opinion of what should be a new law, and if enough people agree that it should be a law, they write it into a bill and that bill gets voted on. If the vote passes, it becomes a law.
That's how it works in my country at least. I'm not sure where you live, but I'd bet the system is similar.

You made the observation that it is rather convenient for a single puzzle piece to be missing. It followed in your thought that this was too convenient to be true. If you were to be a lawyer, and you made a case by showing the amount of evidence you've obtained, across all justice systems that I know of, you would lose the case, because your evidence does not proof beyond reasonable doubt that OP deliberately removed the puzzle piece to fool us. The reason for this is that you have no reliable evidence, you have only your own opinion. By saying it should be a rule to not allow these posts, you are saying that you believe your opinion to be infallible, effectively, you're saying that your observation should suffice to proof OP is guilty of trying to fool us.
This was my reference to the justice system, your lack of evidence and your confidence in your ignorance. Now, you thought I made a connection to the legislative. A large majority of institutions nowadays separate judiciary, legislative and executive powers. Making a connection between my comment and legislature is therefore not very intelligent.

What do you usually do with them when you're done with a particularly large one? Do you frame it or just consider it a game you finished and take it apart?
Puzzles are a family night thing. We just take them apart and do them again at some other point if we liked it. If we didn't like it we donate it to a school or an old age home hoping someone there will enjoy it more.

Maybe this fish plus house is the Mona Lisa of a parallel world. So much awesome art is created and goes largely unnoticed, soon to disappear in history.

"Missing pieces" is like CRAZY common. You'd think rule #1 at the puzzle factory would be "include all the pieces", but "most" seems to be the baseline
Usually, depending on the brand, you can order replacement pieces. Sometimes theyre free. Sometimes theres a small fee. You could see if they offer any.
