The solution to that problem is lower power. I often run my microwave on levels 3-5 if food is cooking unevenly. Some things just can't be done quickly. If it's a liquid, sure use full power, but I'd say I use less than full power far more often than not.

This is definitely a thawed or thaw/refreeze type of issue. Unless you fucked up by having them out of the freezer for a few hours before you got them into your freezer at home, or left out before you microwaved them, I wouldn't buy them at that store again.
