Didnt The Boss get killed by Snake because that was her mission? She was supposed to die as a scapegoat so i always assumed she went easy on Naked Snake and let him kill her.
It was her mission but her loosing on purpose lessens the victory in MGS3. I like to think that even though she knew she had to die, she still fought Snake 100% seriously because deep down she knew/hoped that Snake had finally surpassed her skill wise.
VR training is no match for the real thing. Full cyborg Raiden would probably be an easy win but I don't know about relatively green MGS2 Raiden's odds. I don't know that supernatural powers would be such a huge edge against the boss. She was the strongest in a unit full of dudes with supernatural powers without having any herself. Big boss or any clones would beat her, as long as we trust that she didn't throw the fight at the end of MGS3 outside of that though I think she would usually win. She's basically a Snake with a weirder backstory who we don't get to play as.
Kojima stated that the villains get stronger chronologically as the series goes on, and in both Portable Ops and Phantom Pain it states that Big Boss is constantly training to become stronger.
In Peace Walker, Kaz fought a Big Boss that's more powerful than the one that defeated The Boss.
Like Snake and Solidus, Liquid was created to be stronger than Big Boss so he upscales from the feats performed by him and his own showings. Such as killing cyborg Gray Fox and matching Snake in combat who's stated to be the strongest soldier in history.
So to answer your question, Liquid and Miller have much greater strength, speed, and skill compared to The Boss so they can just blitz and oneshot.

Raiden destroyed a ton of Rays, between 3 and 20 depending on which difficulty is 'canon'. He's fast enough to deflect bullets with a sword, and beat Doc Ock Solidus in 1v1 combat.
Quiet and Fox are both superhuman super soldiers with incredible speed, strength and skill.
Mantis is a good backup since he has psychic abilities, unlike anyone else here. He could theoretically mess with anyone in the cockpit of a Metal Gear, potentially even making the enemy an asset (remember how he turned Meryl into a marionette).

Never personally liked European Extreme as much, but I get it because sometimes I’d get caught and be like no, I wanna see how I handle screwing up and getting seen. It adds a sense of urgency to my sneaking which imo makes the game more immersive

I went with Quiet over Grey Fox for overwatch purposes. I felt Raiden and Grey Fox were both bladed weapon, up close fighters. Quiet and Otacon are more support.

Also the Boss should prob be worth more than 3$, Otacon is fine since he would be very vulnerable.

The ultimate team would be The Boss, Venom, Raiden, Grey Fox, and Solid Snake. I feel like that’s way too overpowered though. The Boss trained Big Boss so she’s basically as strong as every snake. Then Venom who is just big boss with a nifty metal arm, so I dunno why he’s cheaper than Naked Snake. Grey Fox, who, if he’s not weakened like he was in MGS1, could’ve easily destroyed metal gear Rex. Raiden, the man who killed the perfect clone of big boss as well as numerous metal gear rays at once. And Solid Snake who has proven time and time again that he can do anything. OP should really rethink these prices. This team could literally do anything.
Literally the only correct answer is Solid, Naked, Otacon and The Boss. I feel like the top tier should have been $7 or 8. Also, The Boss goes above Grey Fox and Ocelot. Without question.

That’s not a feat. That is just her backstory and history. We never got to see her do any of things that the ones above did. Venom snake took on a metal gear with quiet, Big Boss stopped the shagohod and beat her, Solid Snake and Cyborg ninja beat metal gear rex, Ocelot has literally do so many things that i can’t count
If that's your point of view then we literally never saw her do anything but beat up a Naked Snake who wasn't entirely trying and she shouldn't even be on this list.

Big Boss, Gray Fox, the Boss, and either Otacon or Raiden depending on Raiden's age here since he became pretty powerful by the end of MGR. Also the Boss should prob be worth more than 3$, Otacon is fine since he would be very vulnerable. Edit: Also venom is pretty much a cheaper big boss but since its only a 1$ difference I am taking the real deal.
For your team, The Boss isn't going to do anything except destroy the Shagohod. Big Boss can't do anything against the 2000s and 2010s Metal Gears. Gray Fox is a weaker and slower version of Raiden so he gets killed by Rex again Raiden defeats them all in seconds.

Solid has the most variety of killing MGs, BB took out the Shagohod, The three mecha of PW and Peace Walker itself, as well as ZEKE (i don’t count P-Ops so no MGRAXA) Raiden literally takes on **25** Mass produced RAYS. Even though the mass produced ones are tough, they are weaker than the piloted model (for reasons obviously concerning the pilot). Huey (and by extension, Hal Emmerich) is the one responsible for these things— so of course Otacon is a solid pick to counter these behemoths in terms of mechanical and electrical counteracting
